Fix modifier key handling on macOS

* configure.ac: Use the Carbon framework on macOS.
* src/nsterm.m (ns_get_shifted_character) [NS_IMPL_COCOA]: New function.
(EmacsView::keyDown) [NS_IMPL_COCOA]: Use ns_get_shifted_character
when we have shift style modifiers.
